Banda larga, ci sono tanti digital divide

Si fa presto a dire digital divide, in realtà ce ne sono tanti e le statistiche devono faticare un po’ per rendere giustizia al fenomeno. Lo si evince da “RIIR 2010, primo Rapporto sull’Innovazione nell’Italia delle Regioni”.
E’ uno studio che ha parecchi pregi, nell’analizzare (tra l’altro) il fenomeno del digital divide. Ha dati aggiornati e puntuali, innanzitutto. Per esempio, rileva che sono 8 milioni gli italiani esclusi dall’Adsl “vera” (almeno 7 Megabit). Conteggia infatti, nel digital divide, anche gli utenti che possono avere solo l’Adsl lite (640 Kbps, velocità non considerabile banda larga secondo gli attuali standard internazionali) e quelli che, ufficialmente coperti, non possono attivare l’Adsl a causa di doppini troppo lungi o per la presenza di apparati Mtu tra loro e la centrale telefonica. Questi ultimi due aspetti sono frutto di una stima, dal momento che non ci sono dati ufficiali su quali linee, pur coperte da centrali con Adsl, non possono attivarla.
Il rapporto tiene conto anche della banda larga wireless (hipelan, WiMax, Umts/Hspa), con cui si abbassa a 5 milioni circa il numero degli italiani esclusi da velocità di almeno 2 megabit. Una stima che concide con quella del governo. Un altro aspetto notevole del rapporto è che fa emergere un quadro labirintico, del digital divide italiano. Ce ne sono di tanti tipi: il 40 per cento degli italiani non possono avere l’Adsl 20 Megabit e questo potrebbe essere considerato a breve un nuovo digital divide. C’è un abisso da regione a regione: in Calabria e Molise la percentuale di linee escluse dall’Adsl è doppio che in Lombardia e Lazio. Il tutto lascia pensare che solo un intervento di sistema, con fondi pubblici, potrà risolvere le diseguaglianze che affliggono l’Italia della banda larga.
